Dear Ladies and Gentlemen!

Human rights are violated in all countries if the world, and Ukraine is not an exeption. That is why in 2001 rights protector Eduard Baghirov, feeling for law and order, has worked out the project and founded the international remedial organization INGO “International League for the Protection of rights of Ukrainian citizens”, and ran the League, filling a position of Head of Administration Board.

The main purpose of the League is joining up of efforts of citizens, being directed to protect the fundamental rights of Ukrainian citizens, citizens of other states and persons without citizenship, who are infringed on the basis of their political opinions, race, religion, etc.

The League assisted natural and juridical persons in realization of their rights and observance of legality with regard to these rights. Detailed information is on the League’s pages .

Since 2001 to January, 2003 we carried out national charitable remedial actions, which were based on improvement of legal position and sense of justice of citizens in our country. All-Ukrainian charitable action “Legal Assistance” is one of those actions. It was realized in the way of free written legal consultations for Ukrainian citizens – representatives of levels of population not sufficiently provided for the normal living: disabled great patriotic war veterans, pensioners, mothers having many children etc.

We organized a press conference on this action in the information agency UNIAN, and after it the information was spread in other Mass Media of Ukraine.

People got free legal help from the address: 01001, Kiev, Name post office box “Legal Assistance Action”.

According to the preliminary results (by November, 15 2002) we received about 17 800 of written appeals of our nationals.

During the realization of the action the monitoring was being carried out. This monitoring related to the legal problems, which are the most topical for our citizens now to date. Some of the problems you can see here>>>

Unfortunately, a great number of appeals-complaints of Ukrainian citizens on the protection of their rights and legal interests is concerned with disinclination of officials of different levels to fulfill their duties, which results in legal disorder and final distrust of citizens to the state bodies.

The proposed site is created to give a chance to the persons to make public such facts of violation of human rights and of the legislation in force towards the citizens of Ukraine, citizens of other states and persons without citizenship. Moreover, the aim of this site is to regulate relations between persons and the state structure in whole and officials, who violate human rights in Ukraine and outside Ukraine, as well.

Because of the fact that millions of Ukrainian citizens (gastarbeiters) are forced to look for the possibility to earn money abroad (countries in CIS and Europe) for well-being of their families and relatives, sometimes on the basis of undocumented migration, necessity for their protection arises. Their legal status in the country of residence disables them to apply officialy to consular offices and embassies in those countries. That is why we propose in case of such facts of violation to apply to us through their persons empowered to act for them to publish materials in our site. E.g.: breach of contract, worsening of conditions of work or denial of the employer to pay out the salary, etc. Through the promulgation of vested materials in our site we can draw attention of corresponding bodies in those countries, if employers will refuse to fulfill the conditions of the labor agreement with our nationals. We understand that our nationals were, are and will be working in these countries illegally, but the duty of the state of Ukraine, of non-governmental organizations and of the Deputies of Verkhovna Rada of Ukraine (parliament) is to support them, not breaking the migration norms in force of neighbouring and friendly states.

Besides, all of us know facts of Ukrainian citizens rights violation abroad held by functionaries of state bodies, law machinery, migration and custom structures. Unfortunately, our nationals not always get legal assistance, being abroad on business (business trip, tourism, studiyng, job placement, medical treatment, etc.). And so we consider this site to be the realizable mechanism, which will help our nationals abroad to solve current problems and prevent the rise of similar cituations in the future.
